Jim Hoey was onboard the USS Henry B. Wilson (DDG-7) from February 1974 to August 1977 and made both the 1975 and 1976 Westpac's.  He was "on-watch" in Combat Information Center (CIC) assigned as the ships Air Search Operator for Operations Eagle Pull, Frequent Wind and the Rescue and Recovery of the SS Mayaguez and crew.  Went on to serve 26 years in the Navy, and 14 years working for the Department of the Navy (DON) at SPAWAR San Diego, CA.

Designated by the Program Manager as the PMW 770 Risk Management Coordinator; scheduled Risk Review Boards (RRBs) with the PM, DPM, PAPM's, APMs and support personnel to review program risks. Each of these meetings provided a detailed overview of each risk and the associated mitigation plan. This has been especially beneficial to the PM and DPM when they brief the PEO on their programs and which programs risks require further review and oversight. Completed a "total revision" of the PMW 770 Risk Management Plan (RMP) ahead of proposed schedule and submitted it to the Program Manager for his review and approval.
Analyzed, identified and reviewed each of the PMW 770 program risks on the PEO Risk Exchange Program selecting the most current red risks for review by the Acquisition Manager assisting him in selecting the top three red risks for the Program Manager to brief Admiral Burroughs at the PEO monthly staff meetings.

Analyzed and updated individual program information in the ASN (RDA) Dashboard database for the following programs: CSRR, LBUCS, OE-538 and SubHDR for two reporting periods; February and June 2011. Analyzed and prepared briefings for the PM and DPM; annotating information areas in each report that had been changed. I scheduled and participated in meetings for the PM, DPM, PAPMs, and APMs to review the dashboard information and to make the final changes for the Program Executive Office review. In addition to the dashboard reports; I was also responsible for assisting the APM's in preparing 10 program PHARR reports and submitting the final reports to the Program Executive Office for their review.

Tracked all Project Definition Documents (PDDs) revalidations over a period of five months and presented the PM, DPM and staff a weekly status update. Verified all revised PDD's were correctly entered into the TRIM database.

Completed all DAWIA training well ahead of established deadlines by obtaining my Level I certification for program management in less than five months after reporting to PMW 770. Completed the following courses towards my DAWIA Level II certification; SAM 101, ACQ 201A, ACQ 201B, PMT 251, with additional courses CLM 012 and CLM 017. I have one class remaining to complete my DAWIA Level II certification prior to the February 2012 deadline. Completed 141 Continuous Learning (CL) points (only 80 required); twenty months in advance of my November 13, 2012 deadline.

Implemented the timely execution of the PMW 770 Program Review (PR) held December 7 - 9, 2010. Developed a standardized time-line to track and brief all aspects of each program review.

Coordinated all LANT and PAC Business Area Manager (BAM) meetings with the DPM and staff to plan for the PEO C4I Mid-year Performance Agreement (PA) review. My proactive approach helped to establish better communications between respective commands on the defined requirements for the brief and the types of information required to have in completed prior to the established deadline.

Orchestrated and managed every aspect of the PMW 770's Change-of-Command. I authored the ceremony script, authored the Program Managers end of tour award, scheduled ceremony spaces and equipment. Developed a standardized time-line to track and brief all aspects of this event. "Recommend for an On-the-Spot Cash Award".

Performed duties as the Lean Six Sigma (LSS) Continuous Process Improvement (CPI) Lead for PMW 770.
I provided an updated LSS status spreadsheet to the Deputy Program Manager (DPM) each week and also brief these results each week to the Program Manager and staff at the weekly Program Management Team (PMT) meeting. Attended monthly Program Office CPI Lead meetings giving detailed updates to senior management on each project. Reviewed the draft PEO C4I CPI Charter and made recommended changes.

Standard Operating Procedure (SOP) Subject Matter Expert (SME) and have established and chaired bi-weekly meetings to review new SOP's which are submitted to the Deputy Program Manager (DPM) for review and approval.
I established a formal process and template for writing and submitting new Standard Operating Procedures (SOP's). My new SOP template and processes have become the standard format used for all PMW 770 SOP documents and have made a positive contribution to formalizing processes that were previously not documented. In addition to these accomplishments I established a standardized naming convention for each of the new SOP's listed on the PMW 770 Undersea Integration Program SE2 website.

Represented PMW 770 at the Bi-weekly Director of Operations and Editorial Board meetings held at the Program Executive Office (PEO). From these meetings I was able to make recommendations to the Deputy Program Manager (DPM) on the future PMW 770 office move in FY2011 and also the types of information that is required to have articles submitted for release to the public about major events within the submarine communications and integration community. Ensured that all communications products e.g. Waveguides, Data Calls, and plans were delivered on time and error free.

Developed and presented a new weekly status report to the Deputy Program Manager (DPM). Major topics briefed are; Admin, Awards, Lean Six Sigma (LSS), Trusted Agent (TA), Business Area Manager (BAM) Brief Mid-year

Program Manager and Test Lead for Trident Warrior 2009 Unit Reference Number (URN) Technology; designated as the Navy's URN lead for exercise Trident Warrior 2009 which was conducted from April 2008 thru June 2009 in the Atlantic. Trident Warrior 2009 is NETWARCOMs major annual FORCEnet sea trial event with the ultimate goal of influencing rapid fielding of improved FORCEnet Command and Control (C2) war fighting capabilities to the fleet with full supportability and maintainability. Trident Warrior 2009 will be the first opportunity for the Navy to establish its first URN repository database allowing commands, ships, and squadrons to employ a formal process for requesting and receiving URN assignments to identify friendly forces during a real-world exercise. The results of this important testing can then be used to improve the process on how URNs are requested, disseminated and used in an operational environment to identify friendly forces.

Variable Message Format Sub Group (VMFSG) Navy Representative; represented the U.S. Navy as a Subject Matter Expert (SME) for the VMFSG chaired by the Defense Information Systems Agency (DISA), a United States Joint Forces Command (USJFCOM). Working with various commands and agencies addresses operational and doctrinal implications related to proposed technical changes to MIL-STD-6017, the VMF message standard, as well as performing technical analyses. Performed analysis, evaluation, and oversight of all aspects of the planning, programming, and execution of the U.S. Navy VMF program.

Combat Net Radio Working Group (CNRWG) Navy Voting Representative; represented the U.S. Navy as a Subject Matter Expert (SME) and voting member of the CNRWG, a joint implementers working group, now established under the Radio Information Transfer Technical Working Group (RITTWG). The working group is chartered to develop a suitable, complete, correct and jointly interoperable CNR standards suite.

Unit Reference Number (URN) Joint Configuration Control Board (JCCB) Navy Voting Representative; represented the U.S. Navy and as a voting member of the URN JCCB chaired by the United States Joint Forces Command (USJFCOM). Responsible for the development and implementation of the U.S. Navy Unit Reference Number (URN) repository website; including establishing and providing guidance for the standard use of this technically complex data repository. The URN repository will house one million Navy numbers, which will be individually assigned to all Navy commands, ships, and squadrons.

- Received 90k in funding (January 2009) from NETWARCOM to support the URN technology effort.
- Drafted Measures of Effectiveness (MOE) and Measures of Performance (MOP) for the successful completion of the URN technology testing.
- Drafted testing procedures for accessing the Navy URN database using the NIPRnet and the SIPRnet.
- Conducted successful testing of the URN technology in a SPAWAR Systems Center (SSC) Pacific laboratory building 40 on January 12, 2009 and during in-port and underway testing June 23 - 30, 2009. The Trident Warrior Lead used my NIPRnet and SIPRnet access process for obtaining a URN off of the Joint Unit Reference Number Repository (JUR) with each process having successful results.

Supervisor of six computer technicians conducting underway shipboard software testing and evaluations to determine the reliability of new computer programs with follow on resolution of significant software trouble reports that were used in resolving software problems insuring 100% reliability during combat operations in the Persian Gulf.

Represented SPAWAR Systems Center, San Diego (SSC-SD) as the on-site Common Data Link Management System (CDLMS) technical expert on the Nimitz Battle Group Action Team Staff (PEO IWS1P), during 15 months of pre-deployment workup exercises with the aircraft carrier USS Nimitz (CVN 68) and five ships in its Battle Group, in preparation for Operation Iraqi Freedom which commenced on March 20, 2003. Played an instrumental role in the deployment of a Pacific Fleet Battle Group equipped with Cooperative Engagement Capability (CEC); recognized for outstanding support from the Program Executive Office for Theater Surface Combatants.

Simultaneously conducted testing, software correction, and certification for the entire battle group in preparation for deployment. As part of the Nimitz Battle Group Action Team, assisted in formulating new intensive plan that included all Fleet and programmatic elements required ensuring that the Battle Group would deploy with an effective Combat System (CS) and a superbly trained crew. Performed extensive test and evaluation efforts, involved emergent engineering dry runs prior to each event execution of the test events, data analysis, and collaborative assessment afloat and ashore.

Briefed and presented progress reports to a Flag and SES level board; participated in exceptional comprehensive preparations and planning for all events. Nimitz CS elements and Battle Group CSS were evaluated during eleven highly stressful live fire test events conducted underway and at land based facilities. The events included eight successful missile exercises, 460 detect to engage track exercises, compressed CSSQT requirements, new system link interoperability evaluations, and accelerated training exercises. Participated in and observed testing in order to prepare for the ships accelerated deployment which culminated in a fully effective, integrated, and operational combat systems that was critical to the Nimitz Battle Group's successful inter-deployment training cycle and composite training unit exercise in preparation for an early Joint Task Force Exercise and Battle Group Deployment.

Presented detailed Common Data Link Management System (CDLMS) software and hardware status report briefings to senior U.S. Navy Captains representing Naval Sea Systems Command (NAVSEA), PEO C4I and PEO Ships Technical Director during Technical Readiness Review Board (TRR), Configuration Control Board (CCB), and Data Analysis Working Group (DAWG) meetings.

Manager of 9 Test Directors and Operational Analysts to assure interoperability of tactical data link systems and provided fleet support to achieve mission goals and focus on optimizing collaborative effectiveness with United States Naval Forces and coalition partners. Implemented effective and efficient methodologies to integrate technology, group dynamics, and organizational goals to meet the demands of globally dispersed work environment and shape the workplace of the future for testing new software.

Coordinated all the functions of the division in relation to the data links certification testing for tactical data information, data forwarding and message standards. Developed a new method to transfer Battle Force Interoperability Matrix (BFIM) report information into an electronic format for web posting on the command Navy NIPRnet and SIPRnet websites, streamlining the reporting process and saving countless man-hours in mailing the monthly report to individual navy ships and shore sites. This new innovative approach allowed instant global access to all Navy and Joint commands and was instrumental in providing real-time access to this vital US Navy Fleet information.

C4ISR Trainer and Deception Planning Officer; Fleet Information Warfare Center (FIWC), Coronado, CA
Deception Warfare Planner and Analyst to the Commander Amphibious Squadron Seven (CPR-7) and the Camp Pendleton based 13th Marine Expeditionary Unit (MEU) Special Operations Capable (SOC) United States Marine Corps for a period of one year, which included six months of pre-deployment combat mission planning and training prior to deployment to the Persian Gulf. During this assignment I supported and evaluated training and combat operations in Hawaii, Singapore and Kuwait (Eager Mace 99 - 1).

Served as tactical advisor and analyst to the CPR-7 Commander and 13th MEU Colonel on deception methods and tactics for the deployment of marines and operating forces, in providing reinforcements to the U.S. Embassy in
Kenya and for the Eritrea - Ethiopia war, where the MEU (SOC) was poised to evacuate U.S. and other designated noncombatants. In preparation for an extended deployment in the Persian Gulf, I skillfully developed, planned and conducted in-port and underway-training exercises for Electronic Warfare watch teams on the USS Boxer, USS Harpers Ferry and USS Cleveland. Developed, implemented and managed shipboard C4I (Command Control Communications Computer Intelligence) and C4ISR (Command Control Communications Intelligence Surveillance Reconnaissance) combat systems training programs for Amphibious Group Seven (CPR-7) underway watch teams, to improve their technical knowledge of the capabilities of the air, surface, and sub-surface weapon systems and how to best utilize these assets in the event of a potential enemy offensive. I was the only detachment officer assigned to the CPR-7 Staff which qualified and stood underway watches as a Staff Tactical Watch Officer of a 40 technician watch team during a six-month deployment on the USS Boxer (LHD-4) in 1998 - 1999 to the Persian Gulf.

Directed Information Assurance (IA) programs that protected information and information systems (IS) by ensuring their availability, integrity, authentication and confidentiality. Implemented successful Deception Tactics using Tactically Advanced Combat Detection, Electronic Warfare, Computer Security and Information Warfare for the operating forces involved. Provided technical and expert recommendations, analysis, and tactical evaluations to the Amphibious Squadron Commander and MEU Commander on Information Warfare and Deception Courses of Action for 15 operational missions involving 3 ships, 3,500 sailors and marines.

Torpedo and Mine Range Safety Officer; Atlantic Fleet Weapons Training Facility (AFWTF), Roosevelt Roads, Puerto Rico
Senior Underwater Range Safety Officer during 900 accident-free day and nighttime torpedo firings from aircraft, ships, and submarines. Responsibilities included the overall management, administration and training of contractors, civilian employees, and military personnel for the Underwater Tracking Range (UTR) in Roosevelt Roads and St. Croix facilities. Additional responsibilities included management and upkeep of all the equipments and facilities. Directed and managed over 100 Department of Defense (DoD) contractor personnel, two Intermediate Maintenance Activities (IMAs) located on Roosevelt Roads Naval Base, Puerto Rico, the Underwater Tracking Range located within the vicinity of St. Croix, U.S.V.I. and three torpedo recovery vessels. Tracked and managed a $2 million annual budget OM & N (Operations Maintenance Navy) with an additional $60 million in facility assets. As manager and resident expert, meticulously developed and instituted an online acquisition and procurement tracking system for equipment repair, facility modernization, and maintenance projects. This system was instrumental in tracking expenditures, evaluating resources, identifying and correcting equipment deficiencies before they could impact fleet training; this allowed Atlantic Fleet Weapons Training Facility to meet 100% of all scheduled commitments. Evaluated personnel performance, directed administrative functions, and supervised training teams through complex torpedo maintenance engineering exercises.

Developed and initiated a comprehensive Plan of Action and Milestones (POA&M) benchmark, encompassing a three month preparation for the annual Torpedo Intermediate Maintenance Activity certification conducted by Naval Sea Systems Command. Under my leadership and management of the UTR facilities assigned to me, the command received no major discrepancies during the certification process and was given the "Highest Overall Certification Inspection" rating in 7 years. Composed and authored an extensive Personnel Qualification Standard (PQS)
Information Reference Guide to standardize procedures developed over decades of Fleet operations, identifying the type of torpedoes and its capabilities and the different methods of recovery. As part of the Fleet Modernization Plan spearheaded the MK-50 Torpedo introduction at AFWTF and obtained all required launch and recovery equipments at no cost, saving the command over $250k in recovery expenses. As the training technologies expert, trained aircrews and torpedo retrieval boat personnel in the safe recovery of exercise torpedoes.
